It is. It is often difficult or even impossible to see what someone
replies to, especially if a thread has developed several branches.
However, quoting should be limited to what is absolutely necessary.
There is a nice howto which mainly refers to usenet, but since we
have similar structures here it is applicable, too:

Ideally a proper quoted text should be readable like a dialogue...
