I am shooting a 360x180 HDR panorama 8 stops around @f8 with 5 different
shutter speeds.

My question is when I shoot the panorama can I shoot it the eight shots at
the the same shutter speed,
8 @2 sec, 8 @t.5 sec, 8 @1/5 sec, 8 @1/13 sec, and 8 @1/20 sec  and stitch
them together,
or do I need t shoot each shot with the 5 different shutter speeds?

?shoot as a series of the same shutter speed? in regards to trying to build
an HDR is a statement that destroys my comprehension of what you?re asking
completely.
 
Try restating it again in a more specific manner.
 
Shooting HDR panoramas involves shooting a series of brackets modifying
shutter speed at one position, and then changing positions until desired
coverage is complete.

I'm sorry I meant 8 shots around at a constant f8 shooting at different
shutter speeds.

Can I shoot as a series of the same shutter speed or do I shoot a series
with different shutter speed.

Changing aperture will change the field of view, destroying any hope for
creating an hdr image with simple methods. So you bracket your shutter
speed, or in rare cases your iso.
