Why?  I mean, if the player exists, and developers can figure out a way 
to make elegantly designed products utilizing it, why not make it 
available?  I mean in the same way that QuickTime Player is distributed 
in a QuickTime install.

Why not?

I am back to debating creating my new product in Quicktime after all, 
despite it not working with the 64 bit machines.  Unless you have seen 
the topos on one of my products you may not understand how good they 
look and how intuitively easy they are to use.  I sell good products, 
and I don't believe that a Flash based copy of one of the maps would be 
as user friendly to the people who make up my customer base.  When they 
walk up to my kiosks the familiarity of the PDF screen layout helps sales.
