I agree here.  It has been my experience with my clients that many did have
java installed and running on new machine purchases.  I had read somewhere
that it was up to each individual manufacturer to decide to install or not,
and most of the big ones were.  BUT that if you bought Win XP in the box and
installed yourself, you would not have it.  This could have changed now
however.
