I'm sure Sacha is right in saying the fault lies in the lens parameter values. Be sure to delete all control points that are not assigned on stationary features - i.e. no points on clouds or water. You need well distributed points for the optimizer to evaluate accurate lens parameters. It might be better to evaluate the lens parameters in a separate project (preferably a full 360 degree panorama) where there are plenty of features for control points. Then use these parameters in the present project and exclude them from any further optimization.
