NoiseRemove from Stephan Stoske works this way.
- Accepts 16-bit Tiff or any format that is loadable under Quicktime.
- Spreads 8bit to 16bit before computation.
- Use floating point format for adding pictures.
- Output in 8-bit Tiff or 16-bit Raw.

Stephan Stoske has also nice tutorials on his page (german only):

Besides dynamic range, a nice idea of Stephan Stoske is also
his approach for "Entfernen von Bewegung" (Removing Movement)
