You don't mention any budget for this?
If it will the budget I'm sure Seitz' Roundshot D3 would do the job?

at EUR30.000 and 470Mpx panos in 2 sec?? You'd have to add a lens in the budget too...
They also have cheaper and more flexible solutions, like

which is a motorized head.
OTOH, it works just fine with a normal panohead too :)
I'm not quite sure what you mean with "luminance latitude", but it can probably be solved 
by shooting multi-exposures and merge them (HDR). That will take care of very bright 
windows in interiors..
