I have two different GPS units - one for my PDA (Windows Mobile) and a
Dedicated Garmin DGS with WAAS.

You really need a dedicated GPS for the accuracy you want. WASS helps, but
is not available in the entire USA.  My Garmin, for example, gains accuracy
the longer you are stationary, with or without the WAAS turned on. I'll
attach it to my tripod. You can get a variety of mounts, or make a wooden
wedge and use a Velcro strap so it points up, or purchase the optional
external antenna - that's what I did.

I have a 3D model, so I also get elevation.  

There are also "monuments" throughout the country - these range from plaques
to "nails" driven into concrete, where the exact coordinates are on record.
You can find a lot of free or inexpensive programs that have the monument
database. You can enter the location you plan to visit, have it displayed as
an overlay on a satellite map/image, or print out the location.  This has
also come in handy in the past.

For best accuracy, you need an external antenna, clear view of the sky, as
many satellite locks as possible, and stay in one place for as long as
possible.
