Since Microsoft Java VM isn't shipped any more with windows or IE 
(and is removed if you install a service pack?) many of the Win/IE 
users don't have a Java VM at all - unless they download and install 
Sun Java - which has the memory restrictions. Java install base is 
decreasing...
